How to Use Federal Funding for Progress Monitoring

In education, expectations for teachers and administrations are usually larger than their budget allows. Fortunately, there are several federal funding programs designed to support education initiatives, including those related to progress monitoring. This blog aims to guide educators through how to use federal funding to support ongoing progress monitoring initiatives.

Understanding Federal Funding Programs for Progress Monitoring

Some key programs to explore include the Every Student Succeeds Act (ESSA), Individuals with Disabilities Education Act (IDEA), and Elementary and Secondary School Emergency Relief Fund (ESSER Fund). These programs aim to enhance educational outcomes and provide resources for schools to address specific needs. Here are some examples for how ESGI fits within allowable uses for the following funds:

  1. Title I, Part A
Empowers Pre-K through 2nd grade teachers, specialists and administrators with ongoing progress monitoring to ensure that every student is able to meet rigorous academic standards.
  1. Title II
Supports the teacher coaching process by providing classroom, school, and district level reporting so instructional leaders can provide real-time, individualized support to teachers using student data.
  1. Title III
Teachers can access, create, and share assessments in multiple languages to support the learning and development for young speakers of other languages. Personalized letters in home language allow parents and guardians to participate in the learning process.
  1. Title IV
ESGI allows for online, browser-based implementation of assessment, data gathering, and analysis across a variety of settings. Not only can the platform be used on tablets, laptops, and other devices, it has features to facilitate both at-home and in-classroom learning.
  1. IDEA
Allows stakeholders to access the same real-time data and support exceptional learners across the learning team, including an Individualized Education Plan (IEP) Report for data monitoring and sharing across specialists, administrators, classroom teachers, and family at home.
  1. ESSER III
ESGI allows for seamless use in the classroom and at home to ensure educational services can continue to be provided consistently even during emergency closures.

Pro tip: The deadline for spending ESSER III funds is September 30, 2024.

Ensure You Qualify for Federal Funding

  1. Research Eligibility Criteria – Different programs may have specific requirements, so carefully review the guidelines to ensure that your progress monitoring initiative aligns with the funding objectives.
  1. Develop a Comprehensive Proposal – Clearly state the goals and objectives of your progress monitoring project, detailing how it aligns with the educational priorities outlined in the funding program. Highlight the potential impact on student achievement and the specific progress monitoring tools and strategies you plan to implement.
  1. Collaborate with Stakeholders – Involve key stakeholders such as teachers and specialists to understand and highlight how progress monitoring will benefit their lives.
  1. Emphasize Equity and Inclusion – Many federal funding programs prioritize initiatives that promote equity and inclusion. Clearly articulate how your progress monitoring project addresses the needs of all students, especially those from underserved or marginalized communities.

Act on Your Progress Monitoring Goals

Securing federal funding for ongoing progress monitoring is a strategic step toward fostering academic excellence in schools. By understanding the available funding programs and crafting a compelling proposal, teachers and administrators can enhance their chances of successfully obtaining support for their progress monitoring initiatives.
